Rhode Island Governor Lincoln Chafee recently signed into law the Henry Shelton Act, a state statute designed to allow low-income Rhode Islanders to pay a percentage of their income for gas and electric utility bills instead of the full metered amount and to restrict the ability of utilities to shut off service for non-payment.
Henry Shelton is a longtime anti-poverty and social justice activist and founder of the George Wiley Center in Pawtucket. In years past, I have had the opportunity to work with him on a number of occasions (usually in in something related to housing issues). I consider him a true treasure of New England.
